In 2026, the Dutch State will spend approximately €486 billion. That is roughly 42% of everything the country produces in a year. Protocol 10 caps total expenditure at 15% of GDP during the Decade of Restitution and at 10% thereafter, returning the difference to the citizens who earned it.

Protocol 10 figures reflect Year One of the Decade of Restitution at the 15% of GDP ceiling. Several categories under the current system are eliminated entirely because their constitutional functions are returned to citizens directly through the Sovereign Seed Fund, the Personal Employment Escrow, and the Education Voucher. The difference between the two columns, approximately €314 billion in Year One, becomes the Restitution Pool that funds the Freedom Dividend and the Asset Voucher distributions described in Article XXII.

Protocol 10 allocations reflect Articles XXII to XXIV of the Constitution, which cap total expenditure at 15 percent of GDP during the Decade of Restitution and at 10 percent thereafter. Justice, police, emergency services, and defence retain their mandatory minimum allocations. Social security becomes a lifetime-owned Sovereign Seed Fund held by each citizen rather than a redistributive transfer. Healthcare transitions to a private competitive market over ten years. Most other ministries are dissolved entirely and their functions returned to private initiative or eliminated.
